What people mean by “ICBC appraisal”

In everyday BC talk, “ICBC appraisal” usually means one of two things. Intent A: a signed vehicle appraisal used at an Autoplan broker so provincial sales tax (PST) is based on the car's real value instead of a higher book figure — often completed on the Government of BC FIN-320 Motor Vehicle Appraisal form. Intent B: an independent market-value appraisal used when ICBC has written a vehicle off and the owner believes the settlement offer is too low.

ICBC itself does not sell you that appraisal for private tax transfers. Autoplan brokers collect paperwork; the Ministry of Finance owns FIN-320. For claims, ICBC's adjusters estimate actual cash value (ACV) using guides and comps — and you can bring your own third-party appraisal as evidence if you disagree. The label “ICBC appraisal” sticks because most people meet the need at a broker counter or on a claim file.

A free online estimate is useful for a ballpark. It is not the same as a licensed, dated, VIN-specific appraisal that a broker or dispute process can rely on.

Intent A: FIN-320 at registration (primary)

For many private transfers and for vehicles imported into BC on or after October 1, 2022, PST is charged on the greater of the price you paid or the Canadian Black Book average wholesale value. If the car is genuinely worth less (high kilometres, damage, rebuild history), a qualified appraisal on FIN-320 is the clean way to document the lower figure.

You usually do not need one when price and book value are close, the vehicle is clean and average, and nobody is disputing a claim. In those cases an appraisal fee rarely pays for itself.

Intent B: Total-loss / write-off dispute (secondary)

If ICBC pays actual cash value and the first offer feels low for your trim, mileage, or condition, a written independent appraisal can support a negotiation. That is a different document from FIN-320. Do not buy a tax form when you need dispute evidence.

Licensed appraisal vs book value vs a free estimate

Book value (often Canadian Black Book) is an average for a year, make, and model configuration. It does not inspect your dented quarter panel or your 280,000 km odometer. Adjusters and broker systems use it as a starting point.

A free estimate or “what's my car worth” tool compares your inputs to current listings and guides. It helps you decide whether a gap is large enough to care about. It is not signed, and it is not a FIN-320.

A licensed or otherwise qualified motor-vehicle appraisal is a dated opinion of value for one VIN, based on condition and market evidence, completed by someone authorized to sign for tax or professional purposes. That is what brokers and serious claim disputes look for. What an ICBC-related appraisal costs in BC

Most BC vehicle appraisals are quoted as a flat fee per vehicle, not by the hour. The fee tracks complexity: a mainstream late-model car is simpler than a classic, salvage, heavily modified, or disputed total-loss file. Remote photo-based appraisals are often cheaper than in-person inspections.

For tax transfers, the useful question is whether the PST you save beats the fee. At the common 12% private-sale rate on passenger vehicles under $125,000, a $5,000 gap between book and real value is about $600 in tax. If the appraisal fee sits comfortably below that saving, the math works. Our Coming Soon expected price for the licensed FIN-320 path is $89. Higher PST bands on expensive vehicles raise the stakes further.

For a total-loss dispute, the “cost” is weighed against how much higher a fair ACV might be than the first offer — sometimes hundreds or thousands of dollars on a well-kept or loaded vehicle. An appraisal does not guarantee a higher payout; it documents a defensible number. We do not list a live booking price while licensing is incomplete.

How to start (before you pay for anything)

1. Name the purpose. Tax/registration (FIN-320), total-loss dispute, gift/import, or something else. The paperwork and the report type follow the purpose.
